You can bet it's really bad out there for the homeless, if states are considering legislation to help them.
The offenders are often teenage boys, killing homeless people for "sport." More than ever, the homeless need safe places to sleep. In Las Vegas, for example, according to the NYT story, some people would rather live in storm drains that fill with water during flash floods, than risk attacks above ground.
